સંદર્ભ : સંદેશ, વડોદરા તા.૧૯/૧૨/૨૦૧૦


એન.આર.જી ડો.કુમાર શાહ આનંદ નજીક બાયોટેક કંપની સ્થાપશે.

અમેરિકામાં છેલ્લા ૩૫ વર્ષથી સ્થાઈ થયેલા વડોદરાના ડો.કુમાર શાહ ને મેડીકલ ક્ષેત્રે સંશોધન માટે ઓબામા સરકારે ૧૨ લાખ ડોલરની ગ્રાન્ટ ફાળવી છે. ડો.શાહ આ ગ્રાન્ટ થાકી આનંદ નજીક બાયોટેક કંપનીની સ્થાપના કરી પોતાનું રીસર્ચ વર્ક આગળ ધપાવવાની યોજના બનાવી રહ્યા છે.

ઓબામા ડ્રગ્સ ડિસ્કવરી પ્રોજેક્ટ ૨૦૧૦ અંતર્ગત અમેરિકામાંથી મધ્યમ કદની બાયોટેક કંપનીઓ પાસેથી રીસર્ચ અંગેની માહિતી મંગાવવામાં આવી હતી. ડો. કુમાર શાહે મોકલેલા ૧૩ પ્રોગ્રામોમાંથી ૫ ને ૧૨ લાખ ડોલર ની ગ્રાન્ટ આપવાની જાહેરાત કરાઈ છે. આ અંગે ડો.શાહે જણાવ્યું હતું કે આનંદ નજીક બાયોટેક કંપનીની સ્થાપના કરી ત્યાં ડાયાબીટીસ અને એચ.આઈ.વી. અંગેના વધુ સંશોધનો હાથ ધરવાની યોજના પર હાલમાં અમે કામ કરી રહ્યા છીએ.આ વર્ષના અંત સુધીમાં લગભગ તેના પર અમલ કરી દેવાશે.

ઉલ્લેખનિય છે કે ડો.શાહ મુળ વડોદરાના છે તેઓએ નાગપુર યુનિવર્સીટીમાંથી એમ.બી.બી.એસ. કર્યું છે.

હું ગુજરાત છું.


દોસ્ત, હું ગુજરાત છું.


જેના મેળામાં રાજુડીનો ને’ડો લાગે છે એ ગુજરાત. જયાં રૂપની પૂનમ પાછળ
પાગલ થઇ અફીણી આંખના ગીતો ઘોળાય છે, એ ગુજરાત. ઘોલર મરચાંના લાલ હિંગોળક
રંગનું ગુજરાત. શિવતાંડવમાં પડેલા સતીના હૃદયને ગબ્બર પર સાચવીને બેઠલું
ગુજરાત. ફળફળતાં ઢોકળાં જેવું નરમ અને માફાળા ગાડાની ધુંસરી જેવું નક્કર
ગુજરાત.


હું સિકસર મારતી વખતે યુસુફ પઠાણના કાંડાની ફૂલી ગયેલી નસમાં રક્ત બનીને
ધસમસું છું, અને પરેશ રાવલના ચહેરા પર અંકાતા રમતિયાળ સ્મિતમાં ઝગમગું
છું. હું હેમુ ગઢવીના કસુંબલ કંઠનો અષાઢીલો ટહુકો છું અને કલ્યાણજીભાઇએ
કલેવાયોલીન પર છેડેલી બીનની સર્પિલી તાન છું. કેડિયાની ફાટફાટ થતી કસોને
તોડતો માલધારીનો ટપ્પો છું, અને દામોદર કુંડની પાળીએ ગિરનારી પરોઢના
સોનેરી ઉજાસમાં કેસર ઘોળતું હું નરસિંહનું પ્રભાતિયું છું. ભારતની વાંકી રે પાઘલડીનું ફુમતું
છું હું, ગુજરાત!


સમગ્ર પૃથ્વીના પટ પર માત્ર એક જ એવું હું રાજય છું, જેણે બે રાષ્ટ્રોના
રાષ્ટ્રપિતાઓ સજર્યા છે. મારા કાઠિયાવાડના પોરબંદરમાંથી ભારતના મોહનદાસ
કરમચંદ ગાંધી અને મોટી પાનેલીમાંથી મોહમ્મદઅલી જીન્નાહ! મારામાં જગતના
ઇતિહાસને પડખું ફેરવીને પલટાવી દેવાની તાકાત છે, અને તાનસેનના દિલ્હીમાં
ઉઠેલા દાહને વડનગરમાં શમાવી દેવાની અમીરાત છે.


મારામાં ધરતીની છાતી ચીરીને નકશો કંડારનારા ઇન્દુલાલ યાજ્ઞિકો વસે છે,
અને નકશાઓનો એકઝાટકે આકાર બદલાવી દેનાર સરદાર પટેલ પણ શ્વસે છે. ફિલ્ડ
માર્શલ જનરલ સામ માણેકશાની જીભ પર મારી ભાષા હતી, અને ભારતભરમાં
ક્રિકેટનો પાયો નાખનાર જામ રણજી મારી ગોદનું ફરજંદ હતો. મારા સંતાનો વિના
ભારતના ફિલ્મ ટીવી યુગનું અસ્તિત્વ નથી. મહેબુબખાનથી મનમોહન દેસાઇ, આયેશા
ટાકિયાથી હિમેશ રેશમિયા સુધી ગુજરાતની અહાલેક વાગે છે.


ભારતની છાતી પર પેદા થનારાઓને મારા ખોળામાં માથું મૂકીને દેહત્યાગ કરવો
ગમે છે. કાલિંદીની પાણીદાર લટો સાથે અઠખેલિયા કરતાં ભારતવર્ષના યુગપુરૂષ
ગોમતીના કિનારે છબછબિયાં કરવા અહીં આવીને વસ્યા. હા, કુરૂક્ષેત્રની વચ્ચે
ગીતા સંભળાવનાર યોગેશ્વર અને શરદપૂનમની રાતલડીએ ગોપીઓને નચાવનાર
મુરલીધરનું હું ઘર છું. હું હસ્તિનાપુરના સિંહાસનને ઘુ્રજાવનાર સુદર્શનચક્ર છું, અને
દ્વારકાધીશના સુવર્ણકળશ પર ફરફરતી બાવન ગજની ધજાનો ઠસ્સો છું. ભારતની
સૌથી લાંબી પદયાત્રા કરીને હિમાલયના ઉત્તુંગ ગિરિશિખરોમાં ટટ્ટાર ઉભા
રહી, રામેશ્વરમના દરિયા કિનારે ચરણ પખાળી, નીલકંઠવર્ણી સ્વામી સહજાનંદ પણ
મારા હૈયે આવીને વસ્યા, મારા થઇને વિકસ્યા.


હું આખા એશિયામાં સંભળાતી ગીરના સિંહની ખુમારીભરી ડણક છું અને એવા
ડાલામથ્થા સાવજની કેશવાળીમાં આંગળીઓ ફેરવનાર આપા દાના જેવા સંતોના ભજનોની
ચાનક છું. હું પરબવાવડીના ફડહ રોટલાની બાજરી છું અને જલારામ વીરપુરની
બુંદીનું બેસન છું. મારી વીજળીના ચમકારે ગંગાસતીએ મોતીડાં પરોવ્યા છે અને
મારી બળબળતી રેતી પર શ્વાનસંગાથે પાણી લઇ દાદા મેકરણ ધુમ્યા છે. મધરાતે
એકતારા પર ગુંજતા દાસી જીવણના ભજનમાં હું છું અને ભવસાગર હાલકડોલક થતી જેસલ જાડેજાની નાવડી તારવી જનાર સતી તોરલના કીર્તનમાં હું છું. મોરારિબાપુના કંઠે ગવાતી ચોપાઇ
છું, અને રમેશભાઇ ઓઝાના કંઠે ગવાતા શ્રીનાથજી પણ! જમિયલશાહ દાતાર અને
ગેબનશાહ પીરોની અઝાન પર ઝૂકતું મસ્તક પણ હું છું.


વ્હાલા, હું ગુજરાત છું.


મારી છાતી પર પ્રિયદર્શી અશોકના શિલાલેખ છે. પાવાગઢની ગોદમાં પડેલું
યુનેસ્કોની વર્લ્ડ હેરિટેજ સાઇટનું ચાંપાનેર છે. મારા કાળજડે ધમધમતું
લોથલ જેવું બંદર છે, અને સંસ્કૃતિના ટીંબા નીચે અડીખમ ઉભેલું ધોળાવીરાનું
નગર છે. મેં રાજા નૌસોરસ જેવા ડાયનાસોરના ઈંડાઓ સાચવ્યા છે, અને ગામેગામ
ફિલ્મી શૂટિંગ થાય એવા રજવાડી મહેલો ખીલવ્યા છે. મારી ગુફાઓમાં બુદ્ધના
ઓમ મણિપદ્મે હૂમનો ધીરગંભીર નાદ ગુંજે છે. મારી શેરીઓમાં નવકાર મંત્રની વૈશ્વિક
પ્રાર્થનાનો સાદ ગાજે છે. મારી બર્થ સર્ટિફિકેટમાં રાજકીય ઊંમર ૫૦ની હશે,
પણ મારી ઊંમર કેટલી છે એ મને ખુદને ખબર નથી.


મેં અણહિલવાડના વનરાજ ચાવડાને સિંહોની વચ્ચે ઉછરતો જોયો છે, મેં મૂળરાજ
સોલંકીની તલવાર અને આશા ભીલના તીરકમાન જોયા છે. મને સિદ્ધરાજ જયસિંહે
કાઢેલી મારી ભાષાના વ્યાકરણગ્રંથ ‘સિદ્ધહૈમશબ્દાનુ શાસન’ની શોભાયાત્રા
માટેની હાથીની એ ભવ્ય અંબાડી અને જસમા ઓડણની ચીસ પણ ફાંસ બનીને ભોંકાઇ
છે, મારા દિલમાં. અહમદશાહના ઘોડાની ટાપ પણ મેં જીરવી છે અને મોહમ્મદ
બેગડાની મૂછના વાંકડા વળ પણ મેં નીરખ્યા છે.


હું ઉચ્છંગરાય ઢેબરની ગાંધીટોપીમાં બેસીને હીંચકતું બાળક હતું, અને
જીવરાજ મહેતાના ખાદીના ઝભ્ભાના સળમાં ય હું લપાતું હતું. માધવસિંહ
સોલંકીના સાહિત્યપ્રેમી ચશ્માની ફ્રેમ પર હું પગ લંબાવી બેઠું છું અને
ચીમનભાઇ પટેલના ચળકતાં લલાટમાં મેં મારૂં પ્રતિબિંબ શોઘ્યું છે.
કેશુભાઇની ફાફડા- મરચાં સાથેની ચાની અડાળીના મેં ધુંટ પીધા છે અને
શંકરસિંહ બાપુની ટનાટન વાતોને બડી મુગ્ધતાથી સાંભળી છે અને હા, મારા આ ગોલ્ડન બર્થ ડે માટે જ જાણે મને નરેન્દ્ર મોદી મળ્યા છે. એમની દાઢી ને ગમ્મતથી ખેંચવી મને ગમે છે- અને
એમને લીધે જ મારી આ ધમાકેદાર પાર્ટીના ગેસ્ટલિસ્ટમાં આખી દુનિયા છે. એમણે
મને હવામાં ઉછાળીને ગેલની કિલકારીઓ કરાવી છે, અને સતત પહેરવા માટે નવા
નવા ‘વા-વા’ આપ્યા છે.


અરે વાહ, હું ગુજરાત છું!


મારા અફાટ લાંબા સાગરકાંઠાને ખેડીને નાનજી મહેતાએ આફ્રિકા સર કર્યું છે,
અને એ જ દરિયાના મોજાંની થપાટો ખાઇ ખાઇને ભારતની નંબર વન કંપની બનાવી
જનાર ધીરૂભાઇ અંબાણીનો પિંડ ઘડાયો છે. અમેરિકન મેગેઝીનોમાં ચમકતાં અબજપતિ
અઝીમ પ્રેમજી, તુલસી તંતી કે ગૌતમ અદાણીનું પણ હું વતન છું... અને મેં જ
જતનથી નિરમા, કેડિલા, એલેમ્બિક, ટોરન્ટ, અજંતા, રસના, બાલાજી અને અફકોર્સ
ટાટા જેવી બ્રાન્ડસના પારણા હીંચોળ્યા છે. સુરતના હીરાની હું પાસાદાર ચમક છું અને પાટણના
પટોળાંની આભલા મઢેલી ઝમક છું. રવિશંકર રાવળ અને કનુ દેસાઈની હું રેખાઓ
છું. સપ્તકના તબલાની થાપ અને કુમુદિની-મૃણાલિનીના નૃત્યના ઠેકાઓ હું છું.


હું છું સર ભગવતસિંહજીના ભગવદગોમંડલના ફરફરતા પાનાઓમાં, હું છું સયાજીરાવ
ગાયકવાડના પેલેસની દીવાલો પર મલપતાં રાજા રવિવર્માના ચિત્રોમાં! હું
પગથિયા ઉતરૂં છું અડાલજની વાવમાં અને પગથિયા ચડું છું અમદાવાદની ગુફાના!
લખતરની છત્રી મારા તડકાને ટાઢો કરે છે અને સીદી સૈયદની જાળી એ જ તડકાથી
મારી હથેળીમાં જાણે મહેંદીની ભાત મૂકે છે. હઠીસિંગની હવેલીના ટોટલે ખરતું
હેરિટેજનું
પીછું હું છું અને ધોરડોના સફેદ રણમાં ચૂરચૂર થઈ જતું નમકનું સ્ફટિકમય
ચોસલું હું છું.
ઇડરના કોતરો સૂસવાટા મારતો પવન પણ હું છું, અને નલીયામાં ઠરીને પડતું હિમ
પણ! નવસારીના દાદાભાઈ નવરોજીની પારસી અગિયારીનો આતશ પણ મારો છે, અને
ગોઘૂલિટાણે સોમનાથના શિવાલયમાં ઘંટારવ સાથે થતી આરતીની અગ્નિશિખા પણ મારી
છે. મહાલના જંગલોમાં પાણીમાં ઠેકડાં મારતા આદિવાસી બાળકો મારા ધાવણથી
ઉછરે છે, અને લાલ લાલ સનેડો ગાઈને ચ્યોં ચ્યોં જતા છોરા-છોરીઓ ય મારા
ગાલે બચ્ચી ભરે છે.


ગોંડલના ફાફડા-ભજીયાના ટેસડા મારી જીભમાંથી ઝરે છે અને સુરતની રતાળુની
પુરી ખાવાથી પડતો શોષ પણ મારા ગળે પાંગરે છે. હળવદના ચૂરમામાં રેડાતી
ઘીની લચપચતી ધાર છું હું, વડોદરાની ભાખરવડી ખાધા પછીનો સીસકાર છું હું.
ભાવનગરી ગાંઠિયામાં મરીનો દાણો હું છું, અને રાજકોટના સંચાના આઈસ્ક્રીમ
પર મુકાયેલો ચેરીનો બોલ પણ હું જ છું. મેં જેટલા રસથી એકલવીર જોધા માણેક,
દાના દુશ્મન જોગીદાસ ખુમાણની બહારવટાની શૌર્યકથાઓના ધૂંટડા ભર્યા છે, એટલા જ રસથી વલસાડની હાફૂસ અને જૂનાગઢની કેસરના અમૃતરસના પણ ધૂંટડા ગટગટાવ્યા છે. મારી
થાળીમાં ષટરસ છે, મારા હોઠ પર પાનથી લાલ થયેલ તંબોળરસની લાલિમા છે, અને
મારા ગલોફામાં ઝેરી ગૂટકાના ચાંદાની કાલિમા પણ છે.


મારે ત્યાં સ્વયમ નટરાજના અર્ધાંગિની પાર્વતીએ પૌરૂષના રૌદ્રરસ સામે
પ્રકૃતિના લાસ્યરસ સમું શીખેલું નૃત્ય, અનિરૂઘ્ધના પ્રેમમાં પડી કૃષ્ણના
ઘેર સાસરે આવનાર કૈલાસશિષ્યા ઉષાએ રાસના સ્વરૂપમાં રોપ્યું છે. મોઢેરાના
સૂર્યમંદિરના મૈથુનશિલ્પોમાં ઉપસતા ઉન્નત ઉરોજની પુષ્ટ ગોળાઈ પર લપસતી
નજર છું હું! અને રાણકી વાવની શિલ્પાંગના તણા નિતંબે સરકતો કંદોરો છું
હું! મારા હોંઠો પર વલસાડ પાસે જન્મેલા કામસૂત્રના ઋષિ વાત્સ્યાયને વર્ણવેલા ચુંબનની ભીનાશ
હજુય તરવરે છે.


હું બ્રહ્મચારી યોગાચાર્યોની સનકમાં પણ છું, અને વિશ્વના સૌથી લાંબા
નૃત્યોત્સવ નવરાત્રિમાં હિલ્લોળ લેતી નવયૌવનાઓના સુંવાળી ત્વચા પર ઠુમકતી
ઝાંઝરની ખનકમાં પણ છું! હું ભેંકાર રડીને લોહીના આંસુએ અગનવર્ષા કરતા
માંગડાવાળાની અઘુરી પ્રીત છું. હું શેણી માટે એક હજાર નવચંદરી ભેંસો એકઠી
કરવા ગયેલા વીજાણંદના રાવણહથ્થા પર પીગળતું ગીત છું. ઓઢા અને હોથલનું
આલિંગન છું હું, અને
ખેમરો લોડણનું આકર્ષણ છું હું! મેં તાંબાવરણી છાતી કાઢીને બરડા જેવા
ડુંગર ધમરોળતા મેર-આહીર જુવાનોની રૂંવાડે રૂંવાડે છલકતી મર્દાનગી જોઈ છે
અને મારા ડેનિમ થકી જ ભારતભરની યુવતીઓની લચકતી ચાલ પર વીંટળાતી બ્લ્યુ
જીન્સની સિડક્ટિવ કાંચળી જોઈ છે. ભૂ્રણ હત્યાથી માત્ર દીકરી હોવાને લીધે
ઘોંટાઈ જતા જીવનની ધૂટનનો મૌન ચિત્કાર પણ હું છું.

ડાર્લંગ, હું ગુજરાત છું!


સ્ટેચ્યુ ઓફ લિબર્ટીની મશાલમાંથી અંગારા લઈને અમેરિકા અજવાળનાર અને બિગ
બેન ટાવરના ડંકા તળે ડંકો વગાડનાર એન.આર.જી. છું હું. વાયબ્રન્ટ
મકરસંક્રાંતિના પતંગ ચગાવવા કરતા કાપવાનો વઘુ શોક રાખનાર કાચપાયેલો માંજો
છું હું. હું હજાર નંગ પુસ્તક નથી જીરવી શકતું પણ રોજ અડધો કરોડ અખબારી
નકલો પચાવી જાવ છું! કણબીનું હળ છું, કસબીની હથોડી છું. હું હોળીની પીળી
ઝાળ છું અને દીવાળીની સતરંગી
રંગોળી છું. હું નર્મદના ડાંડિયે પીટાયેલા મારા આકારનો પોકાર છું. હું
કાકાસાહેબ કાલેલકર અને ફાધર વાલેસનું સાસરિયું છું. હું મુનશીની અસ્મિતા
છું અને મેઘાણીની રસધાર છું.


હું જુમા ભિસ્તીના દેહ પર વળેલો પરસેવો છું. દીકરીના કાગળની વાટ જોતા
કોચમેન અલી ડોસાની આંખે નેજવું કરતી કરચલિયાળી હથેળી છું. પંગુ મંગુની
અમરતકાકી માટે ઉઠતી ચીસ મેં સાંભળી છે. સંતુ રંગીલીની તળપદી ગાળો ય મારા
કાને ઉઠી છે. કાળુ અને રાજુની આંગળી ઝાલીને મેં છપ્પનિયો ભોગવ્યો છે.
સરસ્વતીચંદ્રની કુમુદસુંદરીનો ઘરસંસાર ડોકિયાં તાણીને જોયો છે. જાણી
જાણીને ઝેર પીધાં પછી યે મેં
અમૃતાનું આચમન કર્યું છે. પ્રોફેસર કોનારક શાહ ક્યાંક લીલા અંધકારમાં
જટાયુ બની મારા અક્ષરદેહ ફરતે ચકરાવો લે છે. ઉપનિષદના અસ્તિત્વનો ઉત્સવ
ક્યાંક રાતદિવસના રસ્તે પ્રેમ કરતા વ્હાલમની જેમ મને જડી જાય છે. મારા
ખભે શિયાળાની સવારનો તડકો કૂદાકૂદ કરે છે. હું ધરતીની આરતી ઉતારૂં છું.
હું સત્યના પ્રયોગોનો ચરખો છું, અને માણસાઇના દીવાનો તણખો છું. ક્ષિતિજ
અને કુમારના પીળા પડી
ગયેલા પાનાઓને કોરી ખાતી ઉધઈ પણ હું જ છું.


મિયાં ફૂસકીની ટોપી અને ગલબા શિયાળની જામફળની ટોપલી યે મારી જ હતી. બકોર
પટેલના હાથ પર પડતી વાઘજીભાઈની હું તાળી છું. મેં અનુભવી છે પીળા રૂમાલની
ગાંઠની ભીંસ, સેના બારનિશની ચુસ્ત છાતીએ સંપુટ આપનારી મારી હથેળીના સળ
ઉઠેલા છે. નૌતમલાલની ચાંદીની મૂઠવાળી લાકડીની ઠક ઠક મને હજુ સંભળાય છે. છ
અક્ષરના નામમાંથી ઉઠેલો ત્રણ અક્ષરના નામનો સોનલવરણો પોકાર મારા કાળજે
ત્રોફાય છે. મોબાઈલની
કોલર ટયુનમાં નયનને બંધ રાખીને ગઝલ સંભળાય ત્યાં હું રણકું છું.
પન્નાભાભી જાય છે, પણ આભડછેટ જતી નથી એ વિચારે હું ઝબકું છું. ઉપેન્દ્ર
ત્રિવેદી-રમેશ મહેતાનો લહેકો પણ હું છું અને કાંતિ મડિયા- સિઘ્ધાર્થ
રાદેરિયાનો રંગીલો ચટકો પણ હું છું. હું તોફાની ટપુડો છું, હું તુલસી
વિરાણી છું, મારે ત્યાં કંકુ ખરે ને સૂરજ ઉગે છે, અને મારી આંખે કંકુના
સૂરજ આથમે છે.


હા, હું ગુજરાત છું.


મારો બર્થ ડે છે, છતાં ય મને કેમ કોઈ ગંદકીથી દૂર નિર્મળ રાખતા નથી? કેમ
મારા આખા ય શરીરની નસેનસમાં પડી ગયેલા ખાડા પુરાતા નથી? હજુ ય હું ફફડું
છું કે કોઈ લુખ્ખો મવાલી દાદાગીરીથી મારી કેક પરથી મીણબત્તીઓ ચોરી જશે
અને પોલીસ એફઆઈઆર પણ નહીં નોંધે તો? આટઆટલી રમણીયતા પછી શું મારે
રમખાણોથી જ ઓળખાવાનું છે? ચકલીને ય ન સાચવી શકનાર મારા ગુજરાતીઓ મને
સાચવશે? કે પછી ગૌમાતાની વંદના કરી
ગાયનું દૂધ જ ન પીવા જેવો દંભ કરશે? ક્યાં સુધી મારા ગૌરવને બદલે
જ્ઞાતિના ગર્વ જ સાંભળી મારે માથું દુખાડવું પડશે? ક્યારે હું અંકિત
ફડિયા કે ગીત શેઠી પરફોર્મન્સથી ઓળખાઈશ અને માત્ર એમના બેન્ક બેલેન્સથી
નહિ? ક્યારે મારી આંખો ઠારનાર ઉડતા પતંગિયા જેવા મારા ખરા સ્વર્ણિમ
ભવિષ્ય જેવા યુવક યુવતીઓને પ્રેમ કરવા, આનંદ કરવા, સત્ય શોધવા માટે
મોકળું મેદાન અને અનંત આકાશ મળશે?


રિમેમ્બર, હું એડજસ્ટેબલ છું, ફ્લેક્સીબલ છું અને એટલે જ મોડર્ન એન્ડ
પ્રોગ્રેસિવ છું. વેપાર મારી આવડત છે, નબળાઈ નથી. જવાહરલાલથી જીન્નાહના
વેવાઈઓ મારી ભાષા બોલ્યા છે. મેં દેશને પહેલા બિનકોંગ્રેસી વડાપ્રધાન

NRIને મતાધિકાર માટેનો ખરડો રાજ્યસભામાં રજૂ

વિદેશમાં રહેતાં ભારતીયોને મતાધિકાર આપવા માટેનો એક ખરડો આજે રાજ્યસભામાં દાખલ કરવામાં આવ્યો હતો. આનાથી દેશની લોકશાહી પ્રક્રિયામાં બિન રહેવાસી ભારતીયો કાયદેસરનું તેમનું યોગદાન આપી શકશે.

રિપ્રેઝેન્ટેશન ઓફ પીપલ (એમેન્ડમેન્ટ) બિલ, ૨૦૧૦ને રજૂ કરતાં કાયદા પ્રધાન એમ. વીરપ્પા મોઇલીએ તેની વિગતોનો પણ ખુલાસો કર્યો હતો. તેમાં એનઆરઆઇને કેવી રીતે મતાધિકાર આપવા અને ચૂંટણીઓ લડવા માટે તેમને ક્યાં પ્રકારની શરતોનું પાલન કરવાનું રહેશે તેનો પણ સમાવેશ કરવામાં આવ્યો છે. અગાઉ તેમણે આ જ સૂચિત ઠરાવના ૨૦૦૬ના મુસદ્દાને પાછો ખેંચી લીધો હતો. તે માટે તેમનું એવું કહેવું હતું કે તેમાં એનઆરઆઇને મતાધિકાર આપવા અંગેની પદ્ધતિઓની વિગતો નહતી. તેની જગ્યાએ આ નવો ખરડો વધુ સર્વગ્રાહી છે અને તેમાં અન્ય કેટલીક બાબતોને પણ આવરી લેવામાં આવી છે.

* લોકશાહીમાં ભાગીદારી વધારવા લેવાયેલો નિર્ણય

બિન રહેવાસી ભારતીયો સતત મતાધિકારના હક્કો મેળવવાની માગણી કરી રહ્યા છે તે બાબતનો ઉલ્લેખ કરતાં તેમણે કહ્યું હતું કે આ મુદે કેન્દ્ર સરકાર છેલ્લાં કેટલાક વખતથી ધ્યાન આપી રહી છે. પરંતુ મતાધિકારના ચોપડે તેમને નોંધવામાં અને ભારતની બહારથી મતો આપવાની મંજૂરી આપવામાં કેટલાક વ્યવહારુ મુશ્કેલીઓને કારણે એ માગ સંતોષી શકાઇ ન હતી.

તેમણે ઉમેર્યું હતું કે વિદેશમાં રહેતાં ભારતીયોએ કરેલી માગણી મુજબ મતાધિકારનો હક્ક એ કાયદેસરનો છે અને આ પ્રકારના હક્કો તેમને અપાશે તો તેઓ દેશની લોકશાહી પ્રક્રિયામાં ભાગ લઇ શકશે. કાયદા અને ન્યાય અંગેની સંસદની સ્થાયી સમિતિએ ૨૦૦૬ના ખરડાની ચકાસણી કરી હતી અને આ મુદ્દેે એક સર્વગ્રાહી ખરડો લાવવાની ભલામણ કરી હતી.

સમિતિની ભલામણોને જોતાં ૨૦૦૬ના ખરડાને પાછો ખેંચી લેવાનો નિર્ણય કરવામાં આવ્યો હતો અને સંસદના ચાલુ સત્રમાં એક નવો ખરડો દાખલ કરવાનો નિર્ણય લેવામાં આવ્યો હતો તેમ મોઇલીએ ઉમેર્યું હતું.

NRG with Kutchi origins directs Hollywood film
AHMEDABAD: He could well be the first Gujarati director to make it to Hollywood. Nayan Padrai who has his origins in Kutch, having settled in the US since he was nine, will be making his debut into films with English romantic comedy When Harry Tries To Marry' which is shot in Mandvi and Bhuj in Kutch and New York. The film is due for release soon.

Although it sounds like an American romantic comedy of the 60s When Harry Met Sally', this film is about Harry or Harish, who belongs to a royal family in Gujarat. The 22-year-old rich handsome boy is about to graduate from a college in New York and is determined not to get involved in a love marriage that will leave him bitterly divorced like his parents.

Against everyone's advice, he decides to opt for an arranged marriage with an eligible young woman from India and eventually finds the perfect Indian girl, a Gujarati, who loves children and animals.

But, just as he reaches India for the wedding he realises his friendship with an American girl has become something deeper. The lead roles are played by Rahul Rai and Freisha Bomanbehram, a television and film actor.

Proud of his Kutchi origins, Padrai told TOI over the phone, "We decided to look for locations in Gujarat and found Mandvi to be the best because of its exotic locales. The shooting took place at Vijay Vilas Palace and Mandvi beach."

Padrai thinks it was dancing to Amitabh Bachchan's songs as a kid that led him to films. In high school, he enrolled for drama classes and eventually went to School of Visual Arts in New York. "Back then, there were no real meaty roles for young south Asians, so I thought of writing a script and almost 10 years later, I am directing that film," he said. The script has already won awards in many competitions.

Padrai started writing it in 1998 with Ralph Stein. "I was taking a lot of acting workshops so the script was shaped with performances in mind, witty dialogue and hopefully a genuine take on love," he added.

The project made rounds in Hollywood, but they had one caveat the script would not be sold. "It was something I wanted to make," he said. Last year on his birthday on January 8, he quit his job and began work on the film. The team comprises Sheetal Vyas from Vadodara, Ritu Ahuja, Bhushan Thakkar also from Kutch, Mike Sledd and several other key advisors, besides assistant director Mehul Mittra who also has his roots in Gujarat.

Laxmi Vilas Palace
Laxmi Vilas Palace is an architectural marvel, designed in Indo-Saracenic style and built by Maharaja Sayajirao III in 1890. It still serves as the residence of the Royal family. The palace contains several splendid chambers, which are examples of skilled craftsmanship. The Darbar Hall is embellished with Italian mosaic floor and walls with mosaic decorations. The palace even houses a remarkable collection of old armory and sculptures in bronze, marble & terracotta.

Kirti Mandir
Kirti Mandir is another must visit place in Vadodara. It literally means the, 'Hall of Fame' and is a memorial for the Gaekwad rulers. It is a stone building, designed in Hindu style, with domes, terraces, balconies and a central shikhara. The building is decorated with murals, done by the famous Indian artist, Nandlal Bose.

Maharaja Sayajirao Gaekwad University
Maharaja Sayajirao Gaekwad University was built by Maharaja Sayajirao Gaekwad, the ruler of Baroda. The university is also known as MSU and is over a hundred years old. It is known for its Faculty of Fine Arts and the Faculty of Performing Arts.

Shoolpaneshwar Wildlife Sanctuary
Shoolpaneshwar Wildlife Sanctuary is located in the Bharuch district of Gujarat. It stretches over an area of 608 sq km and boasts of a rich flora and fauna. The sanctuary houses Leopards, Sloth Bears, Sambar, Wild Dogs, Hyena, Barking Deer and a variety of birds.

Nazarbagh Palace
Nazarbagh Palace is an example of Victorian classical style of architecture. It now houses the royal family heirlooms.

Makarpura Palace
Makarpura Palace is another magnificent palace in the city. It is also built in Italianate style and is now used as an Indian Air Force training school.

Pratap Vilas Palace
Pratap Vilas Palace once served as the residence of the royal family. It is a flamboyant building, designed in Indo-Sarcenic style. It now houses the Railway Staff College.

Hajira
The only existing Mughal monument in Vadodara, Hajira was built in the memory of Qutub-ud-din, the general of Akbar's army. One can also see a step well in the vicinity.

Maharaja Fateh Singh Museum
Maharaja Fateh Singh Museum houses the royal collection of the art of masters like Raphael, Titian and Murillo. It also displays Western and Indian paintings, Greco-Roman exhibits, Chinese and Japanese art and a large collection of contemporary Indian art.

History of Gujarat




Gujarat is a State in northwestern India, on the border with Pakistan and Rajasthan in the north east, Madhya Pradesh in the east, and Maharashtra and the Union territories of Diu, Daman, Dadra and Nagar Haveli in the south. The Arabian Sea borders the state both to the west and the south west.


Gujarat : The State took it’s name from the Gujara, the land of the Gujjars, who ruled the area during the 700’s and 800’s.

Ancient Roots
The first settlers in the State of Gujarat were Gujjars who happened to be an ethnic group of India, Pakistan and Afghanistan. Although their originis remain uncertain, the clan appeared in northern India and in Saurashtra about the time of the Huna invasion. The name of the tribe was ‘sanskritized’ to ‘Gurjara’ who followed the main religions of Hinduism, Islam, Sikkism and Christianity.

However, the earliest Archeological traces indicate the Indus Valley Civilization as historical relics with the stone age settlements are found in Gujarat around Sabarmati and Mahi rivers. Its roots are also in the Harappan traces found at Lothal, Rampur, Amri and other places.

Ancient Gujarat was ruled by the Maurya Dynasty. Emperor Chandragupta Maurya conquered a number of states in Gujarat while his grandson, King Ashoka extended his domain in Gujarat. The reigns of the first three Mauryas were significant but with Ashoka’s death in 232 B C the Mauryan empire began to crumble,leading to political defragmentation. The Shungas who succeeded the Mauryas tried, unsuccessfully, to uphold the semblance of political unity.

After the fall of the Maurya Empire, the Sakas or Scynthians controlled the region from A.D. 130 to 390. Under Rudra-daman, their empire contained Malwa (in Madhya Pradesh), Saurashtra, Kutchh and Rajasthan. During the 300s and 400s, the area formed a part of the Gupta Empire which in turn was succeeded by the Maitraka Dynasty. It was during the rule of Dhruvasena Maitrak that the great Chinese traveler and philosopher Huien Tsang visited India in 640AD.

Between the decline of the Mauryan power and the coming of Saurashtra under the sway of the Samprati Mauryas of Ujjain, there was a Greek incursion into Gujarat led by Demetrius.

Three royal races of Hindus successively ruled over, namely, the Chawura, Solanki', and Baghilah races. The total number of individuals belonging to the tribes who held power amounted to twenty-three, and they retained possession of the country for five hundred and seventy-five years - previous to the period when Gujarat became subject to the Mohammedans. The Chawura tribe ruled one hundred and ninety-six years after which the power passed into the hands of the Solankhi tribe in the manner described.

It was during the 900s that the Solanki Dynasty came to power. Under the Solanki Dynasty, Gujarat reached to its greatest extent. It is believed that the Gujjars belonged to this Solanki Dynasty because Pratiharas, the Paramaras and the Solankis were imperial Gujjars. Ancient Gujarat’s last Hindu rulers were the Solanki clan of Rajputs from 960 AD to 1243 AD. It is also learnt, Karandev of the Vaghela dynasty was the last Hindu ruler of Gujarat and he was overthrown by the superior forces of Allauddin Khilji from Delhi in 1297.

Medieval Invasions

The Muslim rule continued for 400 years. Gujarat's Muslim governor Zafar Khan Muzaffar asserted his independence, and established the first Muslim sultanate in Gujarat. He took advantage of the weak rulers of Delhi prevailing at the time. He declared independence and assumed the title of Muzaffar Shah. His successor, Ahmed I, the first independent Muslim ruler of Gujarat, found Ahmedabad in 1411 on the banks of the Sabarmati river.

Prior to this, Mahmud of Ghazni invaded Gujarat, A.D. 1026. He had vowed to invade India in order to destroy idolatry, kill the kafirs, capture prisoners of war and plunder the vast wealth for which Gujarat was known. Later, Allaudin Khilji invaded Gujarat in 1298 A.D.

Sultanate of Gujarat remained independent until 1576 when the Mughal emperor Akbar conquered it and annexed it to the Mughal Empire. The Mughal Emperor Akbar conquered Malwa and Gujarat in 1570s. The Mughals ruled for about 2 centuries till the streak was terminated by the Marathas in the mid 18th century. Chhatrapati Shivaji, the great Maratha ruler conquered Gujarat with his military skill.

Influencing Modernity
In 1600’s, the Dutch, French, English and Portuguese – all established bases along the coast of the region acquiring several enclaves along the Gujarati coast, including Daman and Diu as well as Dadra and Nagar Haveli.

The British East India Company established a factory in Surat in 1614, which formed their first base in India, but it was eclipsed by Bombay after the British acquired it from Portugal in 1668. The Company wrested control of much of Gujarat from the Marathas during the Second Anglo-Maratha War. Many local rulers, notably the Maratha Gaekwads of Baroda (Vadodara), made a separate peace treaty with the British, and acknowledged British sovereignty in return for retaining local self-rule.

Gujarat was placed under the political authority of the Bombay Presidency, with the exception of Baroda state, which had a direct relationship with the Governor-General of India. From 1818 to 1947, most of present-day Gujarat, including Kathiawar, Kutch, and northern and eastern Gujarat were divided into dozens of princely states, but several districts in central and southern Gujarat, namely Ahmedabad, Broach (Bharuch), Kaira, Panch Mahals, and Surat, were ruled directly by British officials.

A new era began with the Independence movement started by leaders like Mohandas Karamchand Gandhi, Sardar Vallabhbhai Patel, Morarji Desai, K.M. Munshi, Narhari Parikh, Mahadev Desai, Mohanlal Pandya, Bhulabhai Desai and Ravi Shankar Vyas all who hailed from Gujarat. Gujarat became a place for some of the most popular revolts, including the Satyagrahas in Kheda, Bardoli, Borsad and the Salt Satyagraha.

Mahagujarat Movement
After the Independence, in 1948, a Mahagujarat conference took place to integrate the entire Gujarati speaking population under one administrative body and on May 1, 1960, the Bombay State split into the states of Maharashtra and Gujarat. The term ‘Mahagujarat’ encompassed the whole Gujarati speaking area including Gujarat, Saurashtra and Kutchh. For the first time after the Sultanate, Gujarat was once again autonomous.

Post Independence and Politics
After gaining independence in 1947, the Indian National Congress party (INC) ruled the Bombay state (which included present-day Gujarat and Maharashtra). Congress continued to govern Gujarat after the state's creation in 1960. During and after India's State of Emergency of 1975-1977, public support for the Congress Party eroded, but COngress continued to hold government until 1995.

Gujarat has had 14 different Chief Ministers since its formation in 1960. Dr. Jivraj Narayan Mehta 1 May 1960 - 19 September 1963 of Indian National Congress was the first Chief Minister. In the 1995 Assembly Polls, the Congress lost to the BJP and Keshubhai Patel came to power.

In 2001, following the loss of 2 assembly seats in by-elections, Keshubhai Patel resigned and yielded power to the present Chief Minister Narendra Modi. The BJP retained a majority in the 2002 election, and Narendra Modi has since served as Chief Minister of the state since 7 October 2001 upto present. On 1st June, 2007, Narendra Modi became the longest serving Chief Minister of Gujarat.

Gujarat wins Top UN Public Service Award

The Chief Ministers Office, Government of Gujarat has been named esteemed recipient of the prestigious 2010 United Nations Public Service Award (UNPSA). State Wide Attention on Grievances with Application of Technology (SWAGAT) has won the UN Public Service Award in the category ‘Improving Transparency, Accountability and Responsiveness in Public Service'.

Spoeks persons Ministers of the state government Shri Jaynarayan Vyas & Saurabh Patel outlined the brief of award & said that Gujarat's award was handed out at the 2010 UN Public Service Awards Ceremony on 23rd June, in Barcelona, Spain, coinciding with the United Nations Public Service Day and Secretary to the Chief Minister, Shri A.K. Sharma received the Award.

The UN Public Service Award recognizes the creative achievements and contributions of public service institutions that lead to a more effective and responsive public service administration in countries worldwide. Through an annual competition, the UN Public Service Awards promote the role, professionalism, and visibility of public service.

The Chief Minister of Gujarat said: “People's voice is the key driver of a democracy, and listening to that voice is the key test of Good Governance”. The award comes as a result of the hard work of the administration at all levels: State, District and Taluka. Winning the 2010 UNPSA has rewarded the dedication of all the administration who have invested in the project.

Few countries win the UN Public Service Award yet Gujarat has successfully managed to win this award in 2009, and now again in 2010. In 2009, Gujarat won the UN Public Service Award for Water and Sanitation Management Organisation (WASMO) in the category ‘Fostering participation in policy-making decisions through innovative mechanisms'. Gujarat is the only State in India to win the UN Public Service Award for the second time.

SWAGAT operates on the principle that grievance redressal is essential for good governance especially to vitalize a democracy. Every month the Chief Minister considers grievance cases through multi-video conferencing with all 26 Districts and all 225 Taluka Offices. SWAGAT is outcome focused and cases are redressed on the same day or in a time-bound manner. This is the first time that the common citizen can access the highest level office with other officers present in real-time through video-conferencing.

The advanced technology system allows attention and monitoring of grievances across the State to ensure resolution. SWAGAT operates across the state and has dealt with 50,585 cases at State and District level and 43,621 cases at Taluka level. 97% of grievances have been resolved since SWAGAT began in April 2003. At monthly State Sessions, Hon. CM reviews District and Taluka cases for quality of redressal and understanding the nature of problems at local level.

All grievances & redressal information (State, District & Sub District) are fed into the same system, through an internet portal. Total Transparency is given as applicants are given a unique ID through which applicants can access their case details and status online.

A number of SWAGAT cases have been highlighted at the UNPSA Forum in Spain, and on the UNPAN website.
Gujarat's winning entries for this award exemplifies the excellence the State has achieved in harnessing good governance to serve the community at large. It is a great achievement for Gujarat as this award is the most prestigious international recognition of excellence in public service.

New UK immigration norms to hit Indians

LONDON: Indians -- comprising the bulk of non-European Union skilled immigrants to Britain -- could be the worst-affected after the British coalition government on Monday confirmed a stringent interim limit of 24,100 on work permits to be issued between July 19 and March 31 next year.

Home secretary Theresa May said: "The government believes that Britain can benefit from migration but not uncontrolled migration. I recognize the importance of attracting the brightest and the best to ensure strong economic growth, but unlimited migration places unacceptable pressure on public services."

The new permanent limit on the number of non-EU workers entering the United Kingdom will come into effect from April 2011. It will be announced after 12-week consultations within the government and with businesses and other interested groups. "While we consult on our tough new limit, it's important we have an interim measure to avoid a rush of applications for migrants and ensure that the number of work visas issued stays below 2009 levels," May said.

Amit Kapadia, director of Highly Skilled Migrant Programme, said, "Any such cap will hit Indian professionals because most non-EU migrants to the UK come from India."

Net migration will be reduced to the levels of 1990s, to tens of thousands rather than hundreds of thousands.
The results of the consultation on the permanent limit is expected to make fundamental changes in the way workers from outside the European Union will be chosen.

Reports suggest that high-income group professionals may be excluded from the immigration curbs, even though there is no such indication in the official announcement.

The Conservative Party's demand for an immigration cap gained popularity during the election campaign. Economists, however, have warned that restrictions will hit economic growth.

Gujarat next gateway point of India: Minister

Ahmedabad, June 24 (IANS) Gujarat is going to be the next gateway point for business, leisure and medical tourism in the country, state Tourism Minister Jaynarayan Vyas said here Thursday.

“We have the best infrastructure. We have good roads, peaceful and tranquil atmosphere, nice people, everything… We are on the move. We shall go full steam and full throttle as far as tourism in the state is concerned,” Vyas said.

“Gujarat would be the gateway of India for leisure, medical and business tourism,” he added.

Vyas was here as the chief guest of the Gujarat Tourism Conclave 2010.

The conclave deliberated on key focus areas such as capitalizing on tourism opportunities, air connectivity, health and wellness tourism to lay down a tourism road-map for the state.

Vyas also urged the national and state tour operators to consider Ahmedabad as the “gateway point” to travel to the rest of the country.

“We are dreaming of an airport which will be by far the largest airport near Ahmedabad despite being the only state to have the highest number of domestic airports (12) and an international one too,” he added.

A FICCI-Yes Bank Study on “Furthering the Growth of Gujarat Tourism; With Special Emphasis on Health & Wellness Tourism” was also released by the minister during the conclave.

In order to emerge as a leading player in the fast growing market medical tourism, Gujarat will add substantial infrastructure for attracting foreign tourist. It is betting on NON RESIDENT GUJARATIs (NRGs), corporate as growing rural income to consolidate its position. Moreover, it has highest per capita blood donation in the country. Gujarat is a unique state, where its hospitals, PHCs, drug laboratories, medical colleges and blood banks are accredited by National Accreditation Board for Hospitals and Healthcare (NABH) as well as National Board of Accreditation for Laboratories (NABL).”

The Gujarat Government is expanding its medical facilities in a big way. The Government will invest Rs.1500 crore in setting up a state of art building in the civil hospitals campus, as a part of which 10,000new beds would be put in place in the next three years. Arrangements will also cathlabs at U N Mehta Institute of Cardiology and Research. “From 1960 to 2008, the state had mere 500 seats in medical science but we have added seats each during 2009 and 2010. The coming years will see even larger addition. We have also increased the PG and super speciality seats in our colleges.

The government will act as a facilitator and will encourage private players to come up with infrastructure for medical tourism. Efforts are on to promote hill station of Saputara and pilgrimage site of Ambaji as ayurvedic treatment and rejuvenation hubs.”

However, insufficient facility of medical and health insurance for foreign tourist in the hospitals of the state is acting as a deterrent for Gujarat to emerge as a favourable destination, said Tushar Pandey, executive VP and country head (strategic Initiative and Relationship Management) of yes Bank. Acknowledging the drawbacks, the minister assured the audience that efforts are already on this front.

The Government is looking at tourism as the growth engine of the state as well as leading employers in the next 15 years. “By 2025 tourism sector would overshadow industries, agriculture and services sector in terms of growth,” said Jaynarayan.
